Starting on January 1, 2011, compliance with a new set of environmental guidelines is required for approval of all new buildings in California. The state's new CalGreen benchmarks attempt to reduce water consumption, reduce waste intended for landfills and requires the inspection of energy systems.

Stanley A. Harter, a real estate development attorney with Reid & Hellyer's Temecula office, was asked for his insight regarding the guidelines and their impact on California's real estate market.

"This will impact every building project, as opposed to just the ones that elected to go the green route," said Stanley A. It could result in projects not being built that would otherwise have been built, or being built in a very different manner."
